Bourgogne-Franche-Comté, the region of Dijon, Besançon and the Burgundy vineyards, charges €60 per fiscal horsepower, the “cheval fiscal” used to work out the regional tax on a French registration certificate (“carte grise”). That is the legal maximum for a region. The State’s official simulator confirms it on 20 October 2026. Secondary sources say it has applied since 1 July 2025, a mid-year start, but the resolution was not found and the date remains unverified. The region is one of 7 areas on this rate, joint second nationally behind Île-de-France. A 5 CV car under ten years old pays €300 in regional tax; once ten full years have passed since first registration, it pays €150. Motorbikes pay half at any age and mopeds nothing. Electric cars get no discount. The full certificate adds €13.76 of national charges.

What is known about the rate
The €60 figure is the one shown by the official fiscal horsepower price simulator. It equals the maximum allowed by the French tax code, so the region cannot raise it. The 1 July 2025 start date comes from secondary sources linking it to a regional council vote earlier that year; neither the vote nor the resolution could be read. Earlier rates are not reproduced because no official source for them was checked. Nothing is known for 2027.
The ten-year threshold, to the month
The regional tax is halved once ten full years separate the first registration, even abroad, from the date of the application. Take a car first registered on 15 November 2016:
| Power | Applying on 20 October 2026 | Applying on 16 November 2026 | Saving |
|---|---|---|---|
| 4 CV | €240 | €120 | €120 |
| 6 CV | €360 | €180 | €180 |
| 8 CV | €480 | €240 | €240 |
| 10 CV | €600 | €300 | €300 |
The timing is not entirely yours to choose: the buyer has 1 month after the sale to apply. The saving only works when the sale itself takes place close to the anniversary. The ten-year rule page runs the numbers in detail.
Motorbikes and scooters
Category L3e and L4e motorbikes pay half the rate whatever their age. Their fiscal horsepower follows a scale based on engine size (article L421-17 of the tax code):
| Engine size | Fiscal horsepower | Regional tax | Full certificate |
|---|---|---|---|
| 125 cc | 1 CV | €30 | €43.76 |
| 500 cc | 5 CV | €150 | €163.76 |
| 900 cc | 9 CV | €270 | €283.76 |
| 1,250 cc | 11 CV | €330 | €343.76 |
A 50 cc moped pays no regional tax; only €11 of fixed tax and €2.76 for posting the certificate remain. See motorbikes and scooters for more.
Electric cars and other procedures
Bourgogne-Franche-Comté gives no discount to electric or hydrogen vehicles, as the service-public.gouv.fr news item on 2026 rates shows. An address change, a duplicate or adding a spouse triggers no regional tax; the cost of each is set out on the official cost page.
